市長メッセージ（4月3日）

日立市民の皆様

　日立市長の小川春樹でございます。

　新型コロナウイルスの感染者が国内で初めて確認されてから、4回目の春を迎えましたが、今もなお、新型コロナと向き合う日々が続いております。この間、市民の皆様におかれましては、感染の拡大防止にご協力をいただいておりますことに、心から感謝を申し上げます。また、医療、福祉、介護などの現場を支えていただいている多くの方々に、厚くお礼を申し上げます。

　新型コロナウイルス感染症の新規感染者につきましては、2月以降減少傾向となり、昨年11月から続いた「感染拡大の第8波」が落ち着いた状況となっております。

　このような中で、国は、3月18日からマスク着用の考え方を見直し、マスクについては、個人の主体的な選択を尊重し、着用は個人の判断に委ねることを基本としました。

　さらに、5月8日からは、新型コロナウイルス感染症の感染症法上の位置付けを5類感染症に変更するとしており、これに伴い、医療提供体制や患者に対する公費支援の取扱いなどが見直されることになりますので、詳細が分かり次第お知らせしてまいります。

　また、令和5年度のワクチン接種につきましては、65歳以上の高齢者など重症化リスクの高い方については5月8日から接種を開始し、9月以降には、初回接種を終了した5歳以上のすべての方を対象に実施するとしておりますので、市民の皆様をはじめ、日立市医師会、医療機関の方々などのご協力により、円滑に接種を行うことが出来ますよう、準備を進めてまいります。

　この時季は、人の往来が増え、また、大勢の人が集まる場面や会食の機会が増えるなど、感染リスクが高まることが予想されています。市民の皆様におかれましては、引き続き、こまめな手洗い、消毒、人と人との距離の確保とともに、換気が大変に重要となりますので、定期的に窓を開けるなど、基本的な感染対策に努めていただきますようお願い申し上げます。

　日立市といたしましては、何よりも市民の皆様が安心して健やかに暮らせる日々となりますよう、新型コロナの感染対策と社会経済活動の活性化に向け、様々な分野において全力を尽くしてまいりますので、ご理解とご協力を賜りますよう、お願い申し上げます。

Four springs have passed since the first case of Covid-19 was detected in Japan, and even now we still continue to grapple with the coronavirus. I would like to express my sincere gratitude to all citizens for their cooperation in helping stop the spread of Covid-19. I would also like to express my deepest gratitude to the many people in the medical, welfare, and nursing fields.

Since February, the number of new cases has dramatically decreased. It appears that we are on the tail end of November’s eighth wave. Under these circumstances, the government decided to review its policy on masks. As of March 18, the decision to wear a mask is largely left to each individual.

In addition, from May 8, the Infectious Diseases Control Law will change the status of Covid-19 to a category 5 infectious disease. In accordance with this change, the medical care system and handling of public financial support for patients of Covid-19 will be reviewed. Booster vaccinations will begin on May 8 for high risk individuals, such as the elderly aged 65 and over. Those aged 5 and over who have completed their initial vaccinations will be able to receive the booster from September. We will continue to work our hardest to ensure a smooth and safe rollout of the vaccines.

As more and more people return to traveling and dining out, infections are expected to increase. Citizens are asked to continue to take basic infection control measures, such as frequent hand washing, disinfecting, and practicing social distancing. Ventilation also remains an extremely important step for stopping Covid-19.

In the face of Covid-19’s health and economic impact, we will continue to do our best to support Hitachi City. We appreciate your cooperation and understanding.

　日立市長の小川春樹でございます。

　令和4年、2022年も、残すところあとわずかとなりましたが、今もなお、新型コロナウイルス感染症と向き合う日々が続いております。市民の皆様におかれましては、感染の拡大防止にご協力をいただいておりますことに、心から感謝を申し上げます。また、医療、福祉の現場を支えていただいている多くの方々に、厚くお礼を申し上げます。

　新型コロナウイルスの新規感染者につきましては、11月以降再び増加傾向となり「感染拡大の第8波」に入っておりますが、短期的な予測では、地域差や不確実性はあるものの全国的に増加が継続するものと見込まれており、未だ予断を許さない状況が続いております。さらに、寒さの増す時季となり、インフルエンザの同時流行も懸念されるところであります。

　このような中で年末年始を迎えることになりますが、この時季は県外からご家族が帰省されるなど人の往来が増え、また、大勢の人が集まる場面や会食の機会が増えるなど、感染リスクが高まることが予想されています。

　市民の皆様におかれましては、引き続き適切なマスクの着用やこまめな手洗い、消毒、お一人お一人の身体的距離の確保とともに、感染力の強いオミクロン株に対しては換気が大変に重要であり効果が期待されておりますので、室内温度に留意いただきながら定期的に窓を開けるなど、基本的な感染症対策に努めていただきますようお願い申し上げます。

　また、新型コロナのワクチン接種につきましては、市民の皆様をはじめ、日立市医師会、医療機関の方々などのご協力により進めておりますが、重症化予防効果、発症予防効果や感染予防効果が期待されるオミクロン株対応ワクチンの早目の接種をご検討いただけますよう、よろしくお願い申し上げます。

　日立市といたしましては、何よりも市民の皆様が安心して健やかに暮らせるよう、新型コロナの感染対策と社会経済活動の回復に向け、様々な分野において全力を尽くしてまいりますので、ご理解とご協力を賜りますようお願い申し上げます。

As 2022 comes to a close, a new variant of the corona virus has emerged.I would like to express my gratitude to all citizens for their cooperation in the stopping the spread of Covid-19. I would also like to express my sincere gratitude to the many people in the medical and welfare fields.

The number of new cases has been on the rise again since November, and we are now well into the "eighth wave." According to short-term forecasts, although there are regional differences and uncertainties, the nationwide increase is expected to continue, and the situation remains unpredictable.

In addition, the season is becoming colder, and there are concerns about a simultaneous outbreak of influenza.With the New Year's holidays and the return of mass-travel, the number of infections is expected to drastically increase.

Citizens should continue to wear masks, disinfect and wash their hands frequently, and practice social distancing. In addition, remember to keep an eye on the temperature indoors and ventilate your spaces. Keeping a window open is one of the simplest and most effective measures against Omicron.
Please remember to practice these basic measures to help stop the spread.

Vaccination is the strongest countermeasure we have against the new Omicron variant. Vaccines prevent the most serious symptoms of covid and greatly decrease the risk of death. We are working with Hitachi Medical Center to ensure a smooth and safe rollout of the Omicron booster, and ask all citizens to consider getting vaccinated.

　日立市長の小川春樹でございます。

　2022年も、残すところあと一か月となりました。本年も、新型コロナと向き合う日々が続く中、市民の皆様におかれましては、長期間にわたり感染の拡大防止にご協力をいただいておりますことに、心から感謝を申し上げます。

　しかしながら、現在、全国的に感染拡大の「第8波」が到来し、感染者の急速な増加が続いております。そしてこれから年末を迎え、人の動きが多くなる時季となり、更なる感染拡大が危惧される中、季節性インフルエンザの同時流行のおそれもあり、多くの発熱患者が発生することも懸念されております。

　このため、現在、日立市では、新型コロナの重症化予防、感染予防、発症予防効果などが期待される「オミクロン株対応ワクチン」の接種を、市内医療機関や地域の集団接種会場などで進めています。また、インフルエンザワクチンにつきましても、接種費用に対する日立市独自の助成制度を実施しておりますので、いずれも、早期接種へのご理解とご協力をお願いいたします。

　併せまして、マスク着用など基本的な対策にご留意いただくとともに、寒い時期は換気が不十分となり感染のリスクが高まりますので、窓を開けるなど、換気を定期的に実施いただきますようお願いします。そして発熱など、体調が悪い際には外出を控えるとともに、かかりつけ医や、診療・検査医療機関などに電話でご相談ください。ご不明な点などがあれば、日立市保健センター（21-3300）にお気軽にお問い合わせください。

As we approach the last month of 2022, I would like to thank everyone in Hitachi for their due dilligence and cooperation in helping to stop the spread of Corona-19. With the colder weather, the "8th wave" has begun spreading throughout the country, soon to be exacerbated by the year's end festivities and travel. There's also the potential of a "duo-demic" of Covid and the seasonal flue overwhelming hospitals.

In response, Hitachi is adminstering the Omicron BA.5 Covid-19 vaccine, specifically targeting the prominent Omicron strain of Covid, at both local and mass vaccination sites. This new booster vaccine prevents the worst symptoms of Covid-19, keeping hospital beds open for the most critical patients. Hitachi is also subsidizing the cost of flu shots. We ask for your cooperation with getting a vaccine and flu shot as soon as possible.

In addition to taking basic measures such as wearing a mask, we also ask that you open the windows or ventilate spaces as much as possible. Inadequate ventilation during cold weather can increase the risk of infection. If you have a fever or feel unwell, please refrain from going out and consult your family doctor or other medical institutions for examination and treatment by phone. If you have any questions, please feel free to contact the Hitachi City Health Center at (21-3300).

Hitachi  City will continue to work together with its citizens to protect their health, safety and security, as well as keeping our local economy vibrant.

日立市民の皆様

　日立市長の小川春樹でございます。

　現在、全国的に、新型コロナウイルス感染症の新たな感染者が、若者を中心に、全ての年代で急速に増加をしており、感染拡大の第7波として、今後、より一層感染が広がることも懸念されております。
　日立市においても、7月に入り、職場や家庭内を中心に、感染が拡大しており、昨日には、感染者が60人を超えております。今後、さらに感染が拡大することを懸念しているところであります。市民の皆様におかれましては、ご自身が感染しない、そして身近な方を感染させない、その強い思いのもとに、次の3点に、特にご協力をお願いいたします。

　1つ目が、感染の予防や、発症、重症化を防ぐ効果が期待されている「ワクチン接種」であります。重症化リスクの高い、高齢者や基礎疾患をお持ちの方々は、できるだけ早い4回目の接種をお願いいたします。また、30代以下の若い方々は、日立市においても、3回目の接種を済ませた方が4割から5割にとどまっております。ワクチンの効果は、時間の経過とともに低下しますので、3回目の
接種についても、是非お願いをいたします。

　2つ目は、「換気の徹底」です。十分な換気ができていないことで、飛まつが増加し、感染のリスクが高まるとされております。本格的な夏を迎え、エアコンの適切な使用など、熱中症には十分注意の上、こまめに換気を実施していただきますよう、お願いいたします。

　そして3つ目が、「基本的な感染症対策の徹底」であります。マスクの着用、手洗いの励行、身体的距離の確保などはもちろんのこと、ご自身やご家族の体調管理をこまめに行い、体調に異変があった場合には、出勤や登校、外出を控えるなど、身近な方への感染を防ぐための取り組みに、ご理解とご協力をお願いいたします。

　日立市といたしましても、市民の皆様と危機感を強く共有しつつ、最大限の警戒のもと、社会活動の維持と感染の拡大防止の両立に向け、各種対策に取り組んでまいりますので、皆様のご理解とご協力を、お願い申し上げます。

Across the nation, Covid-19 is spreading at a never-before-seen pace, chiefly among young people. As we enter into the pandemic’s 7th wave, there are fears that it will be the worst one yet. In July, infections in Hitachi City have mainly been within families and workplaces. Recently, we surpassed 60 new cases in Hitachi. We ask that you review these three points for stopping the spread of Covid-19:

First: vaccination. Vaccines remain the safest and most effective measure for keeping Covid from spreading and prevent symptoms from worsening. Elderly people and people with underlying medical conditions who are at high risk of serious illness should receive the fourth dose of the vaccine as soon as possible. In addition, in Hitachi City, only 40% to 50% of young people in their 30s or younger have received the third dose of the vaccine. Since the effectiveness of the vaccine declines over time, we ask that you get the vaccine now at this critical juncture.

Second: ventilation. Thorough ventilation is extremely effective at keeping Covid-19 from spreading. With this summer being a particularly hot one, we ask that you use your air conditioner and other devices to prevent heatstroke.

Third: fundamentals. The fundamental measures for stopping Covid-19 have not changed. Keep wearing your masks, washing your hands, and practice social distancing. Refrain from going to school or work when you are feeling sick.

We will take the utmost precautions and implement various measures to both maintain social activities and prevent the spread of infection, and we ask for your understanding and cooperation in these efforts.

日立市民の皆様

　日立市長の小川春樹でございます。

　はじめに、市民の皆様におかれましては、長期間にわたる新型コロナウイルス感染症対策に多大なご理解とご協力をいただき、心から感謝を申し上げます。また、新型コロナと向き合う日々が続く中、日夜、医療現場等で献身的にお力を尽くしていただいている、全ての関係皆様に、改めまして、心から敬意と感謝の意を申し上げます。

　3年ぶりの行動制限のない大型連休が終わり、感染力が強いオミクロン株ＢＡ.2系統への置き換わりが進む中、地域によっては、感染の再拡大が懸念されております。日立市においては、現在、1週間あたりの感染者数が、前の週と比較して倍増するなど、新規感染者の急速な増加が続いており、5月に入ってから、既に500人を超える感染者が確認され、極めて緊迫した状況に直面しております。

　今日の感染の拡大は、主にご家庭内や、学校、事業所・職場内で多く見られております。市民の皆様におかれましては、それぞれの場における、マスクの着用、手洗いの励行など、基本的な感染症対策の徹底はもちろんのこと、ご自身やご家族の体調管理をこまめに行い、発熱やのどの痛みなど、体調の異変があった場合には、出勤や登校、外出を控えるなど、身近な方への感染を防ぐための取り組みについても、ご理解とご協力をいただきますよう、心からお願いを申し上げます。また、ワクチン接種につきましては、感染の予防や、発症、重症化を防ぐ効果が期待されておりますので、とりわけ、接種率の低い傾向にあります、40代以下の皆様をはじめ、3回目の接種をお受けになられていない方は、速やかな接種にご協力をいただきますよう、お願い申し上げます。

Within Hitachi, April saw the largest number of new infections on record, with a montly total surpassing 1,100.

As we approach the holiday season, we ask that everyone take appropriate care and review the fundamental steps for stopping the spread of covid.

Please continue to wear a mask, frequently wash and disinfect your hands, ventilate your spaces, and avoid the three C’s (closed spaces, crowded places, and close-contact settings).

I’d like to once again thank you for your cooperation in keeping up with these fundamental prevention measures.

 I wish eveyone a safe and relaxing Golden Week and hope that each and evey person spends it with a smile on their face.

　日立市長の小川春樹でございます。

　3月17日、国は、新型コロナウイルス感染症の新規感染者数や入院患者数が、全国的に減少傾向にあることなどから、茨城県を含む18の都道府県に適用していた「まん延防止等重点措置」を、3月21日をもって解除すると発表いたしました。

　また、茨城県の大井川知事からは、基本的な感染症対策を講じた上で、これまで県民の皆様に要請していた、会食時の人数制限や、感染リスクの高い場所への外出・移動の自粛などの制限を解除することが発表されています。

　しかしながら、新型コロナと向き合う日々が終わりを迎えたわけではありません。茨城県では新規感染者数の高止まりが続いており、特に、これから年度の切り替わりの時期となりますので、人の動きが活発になることが予想され、今後、再び感染者が増加していくことも十分に懸念されます。

　こうした事態を防ぐためにも、市民の皆様には、引き続き、マスクの着用や、身体的距離の確保、密閉、密集、密接の3つの密を避けるなど、基本的な感染症　　対策を継続していただきますよう改めてお願いいたします。

　さらに感染症対策を進めるうえで、ワクチン接種は大変有効とされております。日立市におきましても、3回目のワクチン接種を推進しておりますが、今ここで、しっかりと感染の増加を防ぐためにも、2回目の接種から6か月が経過した方は、速やかな3回目の接種にご協力をいただきますよう、お願いを申し上げます。

　日立市といたしましては、市民の皆様の健康と暮らしを守り、皆様の笑顔とまちのにぎわい溢れる日常を取り戻せますよう、ワクチン接種をはじめとした感染症対策はもとより、市民の皆様、そして事業者の皆様への支援にも積極的に取り組んでまいります。皆様の引き続きましてのご理解とご協力を賜りますよう、お願い申し上げます。

Due to the nationwide decline in new cases of infection and hospitalized patients, the quasi-state of emergency will be lifted as of March 21.

In addition, Governor Oigawa of Ibaraki Prefecture announced that prior restrictions requested of prefectural residents, such as limiting the number of people at restaurants and refraining from traveling to places with high infection risk, will be lifted.

However, we should proceed with caution. In Ibaraki Prefecture, the number of newly infected people has remained high. With the coming of the new year, we anticipate many people will want to resume travel and that cases will increase as a result.

In order to prevent such a situation, we would like to ask all citizens to continue to take basic measures against infectious diseases, such as wearing masks, maintaining physical distance, and avoiding densely-packed, tightly-closed areas.

In addition, vaccination is considered to be the most effective measure against coronavirus. Hitachi City is currently promoting the third vaccination in order to prevent an increase in the number of infections. We would like to ask those who have received the second vaccination to acquire the third after six months.

The City of Hitachi is committed to preventing the spread of infection in order to protect the livelihood of our citizens. Your continued understanding and cooperation will be greatly appreciated.

日立市民の皆様

　日立市長の小川春樹でございます。

　3月4日、国は、新型コロナウイルス感染症の第6波となる感染の拡大が、都市部を中心に続き、未だ多くの感染者が確認されている状況などを踏まえ、茨城県を含む18の都道府県について、「まん延防止等重点措置」の適用期間を、3月21日まで延長すると発表いたしました。

　また、茨城県の大井川知事は、県内の新規感染者数は減少傾向にあるものの、病床稼働数が高止まりをしていることなどから、引き続き、すべての県民の皆様へ、基本的な感染症対策の徹底をはじめ、混雑した場所や感染リスクの高い場所への外出や移動の自粛、また、飲食店への営業時間の短縮などを要請しております。

　日立市におきましても、新規感染者数が、未だ高い水準で推移しており、2月のひと月当たりの感染者数が、過去最多の1,077人となるなど、非常に厳しい状況が続いております。

　このような中、日立市といたしましては、オミクロン株の広がりを防ぐ感染症対策として、3回目のワクチン接種をスピード感を持って行うことが、大変重要との思いから、モデルナ社製ワクチンによる医療機関での個別接種の実施や集団接種を追加して、接種の加速化に取り組んでまいります。特に、県内では、新型コロナの重症化リスクが高いとされる高齢者への感染が拡大しておりますので、高齢者の皆様には、早めに3回目のワクチン接種を受けていただけますようお願いいたします。

　市民の皆様におかれましては、早期のワクチン接種とともに、引き続き、マスクの着用や、身体的距離の確保、密閉、密集、密接の3つの密を避けるなど、基本的な感染症対策の徹底をお願い申し上げます。また、熱などの症状があり、体調が悪い時には、速やかに、かかりつけ医などの医療機関を受診するようお願いいたします。

　ご不便とご苦労をおかけいたしますが、ここで改めて気持ちを一つにして、この正念場をしっかりと乗り越えていかなければなりません。市民の皆様が安心して　暮らすことのできる毎日を、一日でも早く取り戻すことができますよう、市といたしましても、各種感染症対策に全力で取り組んでまいりますので、皆様のご理解とご協力をお願い申し上げます。

On March 4th, the Japanese government announced an extension of the Covid-19 quasi-state of emergency until March 21st for 19 prefectures including Ibaraki. Ibaraki Governor Oigawa announced that despite the decrease in overall infections, hospitalizations remain high. Residents of Ibaraki prefecture are urged to avoid traveling to areas with a high risk of infection. In addition, eateries have been asked to shorten their operating hours.

Within Hitachi, 1077 new cases were confirmed in February, the highest monthly average yet. As the Covid-19 pandemic grows more and more perilous, we are speeding up the administration of the 3rd “booster” shot of the coronavirus vaccine. With dangers posed by the Omicron variant, we ask that elderly citizens and others in the so-called “high risk” categories receive their third vaccination as soon as possible.

We ask once again that citizens get the vaccine as soon as possible and continue to take basic preventive measures against covid: continue to wear masks, social distance, and avoid the three Cs. Those who feel unwell or experience any symptoms should visit their family doctor or other medical facilities as soon as possible. 

We once again appreciate your cooperation and understanding in this difficult time.

日立市民の皆様

　日立市長の小川春樹でございます。

　2月18日、国は、新型コロナウイルス感染症の第6波となる感染の拡大により、未だ多くの感染者が確認されている状況などを踏まえ、茨城県を含む17の道府県について、「まん延防止等重点措置」の適用期間を3月6日まで延長すると発表いたしました。

　茨城県の大井川知事は、県内での重症者数などが増加していることから、茨城県独自のコロナ対策指針のステージを「3」から「4」に引き上げるとともに、引き続き、すべての県民の皆様へ、基本的な感染症対策の徹底や、会食は1テーブルあたり4人までとすること、そして混雑した場所など、感染リスクの高い場所への外出や移動を自粛することなどを要請しております。

　日立市におきましても、今年に入ってから、既に1,000人を超える感染が確認されており、また2月には、ひと月あたりの感染者数が過去最多を更新するなど、極めて厳しい状況に直面しております。

　市民の皆様におかれましては、更なる感染の拡大を防ぎ、医療提供体制のひっ迫を避けるためにも、今一度、日常生活におけるマスクの着用や、お一人お一人の身体的距離の確保、そして密閉・密集・密接の三つの密を避けるなど、基本的な感染症対策の徹底をお願い申し上げます。また、熱などの症状があり、体調が悪い時には、速やかに、かかりつけ医などの医療機関を受診するようお願いいたします。

　特に、今年に入ってからは、家庭内や、保育施設・学校・事業所などでの感染が多く見られており、それぞれの場における感染拡大を防ぐ取り組みが求められております。新型コロナにうつらない、そして身近な方へうつさないためには、お一人お一人の、一つ一つの徹底した行動が何よりも大切です。

　また、2月20日号の市報とともに、新型コロナウイルス感染症拡大防止に関するチラシを配布いたしましたので、ぜひ、ご覧いただきますようお願いいたします。

　日立市といたしましては、現在、3回目のワクチン接種につきまして、2回目の接種から約7か月後に接種券を発送しておりますが、接種間隔が6か月に近づくよう、順次、前倒ししてまいります。また、医療機関での個別接種に加え、池の川さくらアリーナ等での集団接種を開始するなど、更なる接種の推進を図ってまいります。引き続き、市民の皆様の健康と安全、そして暮らしを守るため、皆様と心をひとつに、感染の拡大防止に全力で取り組み、この危機を乗り越えてまいりたいと考えておりますので、皆様のご理解とご協力をお願い申し上げます。

On February 18th, the Japanese government announced the extension of the "Priority Measures to Prevent the Spread of Disease" to 17 prefectures, including Ibaraki. Due to the drastic increase in infections brought by the Omicron variant, these measures will be in place until March 6, 2022. 

Governor Oigawa raised Ibaraki prefecture's corona control guidelines from "3" to "4" in response to the rise in serious cases. In addition, we ask all residents to take basic countermeasures against infectious diseases. These include limiting meals to four people per table and refraining from visiting crowded areas during this time.

Hitachi City is also facing an extremely difficult situation, as more than 1,000 cases of infection have already been confirmed since the beginning of this year, and in February, the number of people infected per month reached a record high.

In order to prevent the further spread of infection and to avoid overwhelming our medical system, I would like to ask all citizens to take precautions such as wearing masks, social distancing, and avoiding high risk areas. Remember that areas with poor ventilation, crowds, and close contact are all considered high risk. Unavoidable areas, such as homes, schools, childcare facilities, and offices have experienced a rapid increase in infections this year. Taking thorough precautions in these environments can help you protect yourself and those around you from infection. If you experience any symptoms, such as a fever, please visit a medical institution as soon as possible.

In addition, a leaflet on preventing the spread of the coronavirus was distributed along with the February 20th issue of the city newsletter, so please review it.

Hitachi City currently sends out vaccination coupons for the third vaccination about 7 months after the second vaccination, but we will gradually move this up so that the vaccination interval will be closer to 6 months. In addition to our current medical institutions, we will further promote vaccinations by starting mass vaccinations at the Ikenokawa Sakura Arena and other facilities. In order to protect the health, safety, and livelihood of our citizens, we will continue to work together to prevent the spread of infection and overcome this crisis.

　現在、新型コロナウイルスの新たな変異株であるオミクロン株が猛威を振るい、国内、茨城県内、そして日立市内においても、一日あたりの過去最多の新規感染者数が、連日のように更新されるなど、私たちは今、まさに「第6波」の極めて深刻な状況に直面しております。

　こうした中、1月25日、国は、新たに茨城県を含む18の道府県に対し、1月27日木曜日から2月20日日曜日まで、「まん延防止等重点措置」の適用を決定しました。また、茨城県の大井川知事は、飲食店への営業時間の短縮を要請するとともに、全ての県民の皆様へ、基本的な感染症対策の徹底や、会食は1テーブルあたり4人までとすること、そして県外との不要不急の往来を自粛することなどを要請しております。

　日立市におきましても、1月24日に一日あたりの過去最多の新規陽性者数となる、66名の感染が確認されるなど、感染者数が著しく増加してきております。

　このような状況下にあって、市民の皆様には改めて、日常生活におけるマスクの着用、お一人お一人の身体的距離の確保、そして密閉・密集・密接の三つの密を避けるなど、基本的な感染症対策の徹底をお願い申し上げます。また、本市内におけるこのところの広がりは、家庭内の感染や、保育施設・学校・事業所などでの感染が多く見られておりますので、それぞれの場における、消毒や換気の徹底、手洗い、うがいの励行、こまめな健康管理のチェックなど、ご自分はもとより、身近な方の健康と安全を守るための行動を切にお願い申し上げます。熱などの症状があり、体調が悪い時には、早めに、かかりつけ医などの医療機関への受診をお願いいたします。

　またワクチン接種につきましては、現在、2回目の接種を完了した方へ、接種後7カ月を目安に、順次、ご案内を発送させていただいております。

　国内で初めて新型コロナウイルスの感染が確認されてから、丸2年が過ぎ、皆様には長きにわたる大変なご不便をおかけしておりますが、今、私たちが対峙している、このかつてない危機を乗り越えるためには、お一人お一人のきめ細かな感染症対策の徹底が、必要不可欠であります。

With the emergence of the sixth wave of the coronavirus, we are experiencing a record number of new infections per day in Japan. Omicron, the new variant of the virus, has caused these cases to quickly spread throughout our own prefecture.

Based on this information, the national government decided to apply the "Priority Measures to Prevent the Spread of Disease" to 18 prefectures, including Ibaraki Prefecture, from Thursday, January 27th to Sunday, February 20th. The governor of Ibaraki Prefecture, Mr. Oigawa, has asked restaurants to shorten their business hours, and has asked all residents of the prefecture to take basic measures against infectious diseases such as limiting dinners to four people per table, and refraining from unnecessary travel to and from the prefecture.

In Hitachi City, the number of infected people has been increasing remarkably, with a record number of 66 new positive cases confirmed per day on January 24th.

Under these circumstances, I would like to ask all citizens to thoroughly implement basic countermeasures against infectious diseases, such as wearing masks in daily life, maintaining a safe physical distance between each person, and avoiding the three major risk factors of spaces with poor ventilation, crowded areas, and close contact situations. In addition, the recent spread of the disease in our city has been seen in many cases at home, day-care facilities, schools, and offices, so we would like to ask you to take actions to protect the health and safety of yourself and those close to you by thoroughly disinfecting and ventilating your home, washing your hands, gargling, and checking your health frequently. If you have a fever or you are not feeling well, please visit your family doctor or other medical institution as soon as possible.

As for vaccinations, we are currently sending out information to those who have completed the second round of vaccinations. The coupon for the third vaccination should be available seven months after completing the second round.

 Two whole years have passed since the first case of the  coronavirus was confirmed in Japan, and I apologize for the inconvenience this has caused you over the years. Hitachi City will continue to do its utmost to prevent the spread of infectious diseases in order to protect the health, safety, and livelihood of its citizens. We would like to ask for your understanding and cooperation.

　新年に入りましてから、全国的に新型コロナウイルス感染症の感染者が急増しております。特に、新たな変異株であるオミクロン株については、従来よりも強い感染力を持つといわれており、国内で急速な感染拡大を引き起こしています。既に医療提供体制が瀬戸際に立たされている地域もあり、極めて緊迫した状況に直面しております。

　こうした状況の中、国は、昨日から、感染が急速に拡大している沖縄県、山口県、広島県を、「まん延防止等重点措置」の適用地域といたしました。

　茨城県内においても、これまでにないスピードで新たな感染者が増加しており、大井川知事は、県民の皆様に対し、まん延防止等重点措置の適用地域への不要不急の往来の自粛や、マスク着用などの基本的な感染症対策の継続、また、同一テーブルの会食は4人までといった要請をするなど、感染拡大への強い警戒を呼び掛けております。

　日立市におきましても、年末年始にかけ、10名を超える感染者が確認されるなど、感染者の増加傾向が日毎に強まっております。市民の皆様には、さらなる感染の拡大を防ぐため、茨城県の要請に基づく行動とともに、インフルエンザを含めた、感染症への細心の注意を払い、自らがうつらない、身近な方へうつさないための取り組みをお願いいたします。

Since the beginning of the New Year, the highly transmissible Omicron variant of Covid-19 has been spreading rapidly throughout Japan. Some areas of the nation’s healthcare system are already experiencing strain, and we are once again facing a dire situation. The national government declared a state of emergency in Okinawa, Yamaguchi, and Hiroshima prefecture with more prefectures soon to follow. Within Ibaraki prefecture, Covid is spreading at a record pace. Governor Oigawa has requested that dining be limited to no more than four people per table, and that nonessential outings to areas under a state of emergency be avoided.

In Hitachi, covid is spreading at an exponential rate with the number of new infections increasing each day. Over ten people were confirmed infected over the year-end and New Year’s holidays. We ask that all citizens follow the guidelines laid out by Ibaraki’s prefectural government, and to review the fundamental steps needed to prevent Covid-19. Continue to wear your masks, be dilligent with washing your hands, ventilate your spaces, and keep practicing social distancing. In addition, please take extra vigilance when traveling through areas where the risk of infection is high. 

Hitachi City will keep doing everything it can to keep its citizens safe and secure. We are working diligently to ensure a smooth roll-out of the third dose of the vaccine. 　令和3年、2021年も、残すところ、あとわずかとなりました。

　本年も、新型コロナウイルス感染症と向き合う日々が続く中、市民の皆様におかれましては、長期間にわたり、感染の拡大防止にご協力をいただきましたことに、心から感謝を申し上げます。

　また、新型コロナのワクチン接種につきましても、市民の皆様をはじめ、日立市医師会、医療機関の方々などのご協力により、円滑に、そして速やかに実施することができました。改めて、厚くお礼を申し上げます。さらに、日立市では、国の方針に基づき、ワクチンの2回目の接種を終了した方の追加接種を進めているところであります。対象となる方には、3回目の接種時期が近づきましたら、個別に通知をさせていただきますので、よろしくお願い申し上げます。

　現在、全国的に感染の拡大が落ち着きを見せている一方で、感染力が強いといわれるオミクロン株の出現など、未だ予断を許さない状況が続いております。日立市におきましても、10月13日に感染者が公表されて以来、2か月以上感染者は発生しておりませんでしたが、ここ1週間で新たな感染者が4人確認されております。また、寒さの増す時季となり、インフルエンザの同時流行も懸念されるところであります。

　こうした中、年末・年始を迎え、県外からご家族が帰省されるなど、人の動きが多くなることが予想されますので、市民の皆様におかれましては、引き続き、マスクの着用や、こまめな手洗い、消毒、換気の徹底、そしてお一人お一人の身体的距離の確保など、基本的な感染症対策に努めていただきますようお願い申し上げます。

I would like to thank you all for your cooperation as we continue to face the coronavirus for a long time this year. Working with the Hitachi City Medical Association, as well as our city’s medical institutions, we were able to carry out vaccinations smoothly and safely. Hitachi has prepared for administering booster shots—third doses of the vaccine—to those who are eligible. Once an individual becomes eligible for a booster shot they will be notified.

While the spread of Covid-19 had calmed down nationwide, due to the new highly contagious Omicron variant we are once again seeing a surge in infections. In Hitachi City, there had been no new cases since October 13 for over 2 months. However, in the past one week we have been confirmed four people new infections. As the weather gets colder, we are also concerned that influenza may spread along with Covid-19. 

During these cold winter months, please continue to take measures to stop the spread of Covid. Continue to wear masks, wash and disinfect your hands, ventilate your spaces, and keep social distancing. Hitachi City will continue to make every effort to ensure the safety and security of its citizens, and to make 2022 a bright and peaceful year full of smiles and cheer. Under our motto for 2022, “All for the citizens,” we will continue to do our utmost to promote urban development in various fields, including measures against the coronavirus.

　 日立市長の小川春樹でございます。

　長引くコロナ禍にありまして、市民の皆様には、様々な感染予防対策、さらには、円滑なワクチン接種にご協力をいただき、心から感謝を申し上げます。

　現在、全国的に新型コロナウイルス感染症の新規感染者数が大幅に減少しており、日立市では、10月中旬以降、新たな感染者は確認されておりません。

　このような状況の中で、国は、本日、11月1日から、茨城県を含む27都道府県でのイベント開催について、人数制限を緩和することといたしました。日立市におきましても、国の基準に基づき、イベントの開催制限の見直しを行ったところでございます。

　また、日立市の公共施設については、施設ごとに設けていた入場者数や利用時間の制限などを、適切な感染防止対策を徹底したうえで、本日から解除することといたしました。

　しかし、新型コロナは完全に収束したわけではなく、再び感染が拡大することも大いに懸念されます。市民の皆様におかれましては、引き続き、マスクの着用や、こまめな手洗い、消毒、換気の徹底、身体的距離の確保など、基本的な感染予防に努めていただきますようお願い申し上げます。

　また、ワクチン接種につきましては、日立市では2回目の接種を終えた方が、お陰様で、対象者の8割を超えております。引き続き、希望する方への接種を進めてまいります。

　先週、国は、2回の接種を終えたすべての希望者を対象に、3回目の追加接種を実施するとの方針を発表いたしました。この方針を受け、日立市におきましても、円滑かつ確実に3回目の接種を行うことができるよう準備を進めてまいりますので、詳細が決まり次第、改めてご案内をさせていただきます。

I would once again like to thank everyone once again for their cooperation in Hitachi’s continued efforts against the coronavirus. Currently, the number of new coronavirus cases is on a significant decline nationwide, and no new cases have been detected in Hitachi since mid-October.

As of November 1st, the national government has lifted the restrictions on events in 27 prefectures, including Ibaraki. Keeping in mind our usual preventive measures, the restrictions on the number of visitors and hours of use of Hitachi City’s public facilities has been lifted. With the Delta variant still at risk of spreading, we ask that you continue to take the same steps for stopping the spread of the coronavirus: wearing masks, washing and disinfecting your hands, ventilating your spaces, and social distances.

Thanks to everyone’s efforts, more than 80% of the eligible citizens in Hitachi have completed their coronavirus vaccination. Vaccines are still available for any resident. Last week, the national government announced that it will be administering third doses of the vaccine. Please wait for further announcements and continue to check the Hitachi City website’s homepage.

We at Hitachi City will continue to do the utmost to protect the lives and livelihood of our citizens. 　9月27日、茨城県は、新型コロナウイルス感染症の新規陽性者数や病床稼働数が大幅に減少していることから、県独自のコロナ対策指針をステージ「3」から「2」に緩和いたしました。

　また、9月28日、国は、茨城県を含む19の都道府県に発出している緊急事態宣言について、9月30日をもって解除すると発表いたしました。

　これを受け日立市では、これまで休館していた公共施設の利用を、感染症対策を徹底したうえで、10月1日から再開いたします。なお、一部施設については、利用制限がありますので、ご理解下さいますようお願いいたします。また、学校につきましても通常登校といたします。

　市民の皆様には、長きにわたり、外出の自粛をはじめとする感染症対策にご協力いただき、心から感謝を申し上げます。

As Ibaraki Prefecture has seen a drastic decrease in the number of new coronavirus cases and hospitalizations, the prefecture's special state of emergency has been downgraded from stage 3 to stage 2. As of September 30th, the national state of emergency has been lifted for 19 prefectures including Ibaraki.

Public facilities within Hitachi will resume regular operations from October 1st. Some facilities may still have restrictions imposed on their usage, so we ask for your continued understanding and cooperation. In addition, schools have returned to normal schedules and attendance.

I would like to thank every citizen of Hitachi for their efforts in helping prevent the spread of Covid-19. Though we have seen a drop in new cases within Hitachi, that does not mean that the days of the pandemic are over. With the possibility of future waves of cases, please continue to take all measures necessary for protecting your health and safety. That of course includes wearing masks, thoroughly washing your hands, using hand sanitizer, and making sure your spaces are properly ventilated. Please remain diligent in continuing with these fundamental measures for stopping the spread of Covid-19. And finally, please get the vaccine so that we may one day return to normalcy.

　9月9日、国は、新型コロナウイルス感染症の第5波となる感染の拡大により、医療提供体制のひっ迫が生じている状況などを踏まえ、茨城県を含む19の都道府県に発出している緊急事態宣言を、9月30日まで延長すると発表いたしました。

　また、茨城県内においては、入院患者や自宅療養者などの数が、今なお高い水準にあり、大井川知事は、県独自の非常事態宣言を9月26日まで延長し、引き続き、県民一丸となった行動抑制を呼び掛けております。

　日立市においては、8月の一月当たりの新規感染者数が、過去最多の249人となり、9月に入ってからも、既に60人を超える感染者が確認されるなど、依然として厳しい状況に直面しております。市といたしましても、公共施設の休館の延長や、市立小中学校におけるリモート学習の継続などを行ってまいりますが、市民の皆様におかれましては、更なる感染の拡大を防ぎ、医療提供体制のひっ迫を避けるためにも、国や県からの要請に基づく行動、そして基本的な感染症対策の改めての徹底に、ご理解とご協力をお願いいたします。

　特に、ご家庭内での感染の広がりや、事業所・職場でのクラスター的な発生が多く見られております。ご家庭内や、事業所・職場それぞれの場における、マスクの着用、こまめな消毒、換気の徹底、健康管理の実施、そしてお一人お一人の身体的距離の確保など、一つ一つの感染症対策を、ご自身が感染しない、そして身近な方を感染させないという強い決意のもと、今一度、十分に徹底していただきますよう、お願いいたします。

September 9th, 2021: As Japan continues its battle against the “fifth wave” of Covid-19 infections, the nation’s medical system continues to be under extreme stress, with many hospitals operating at max capacity. In order to alleviate the strain on our medical system, the state of emergency in Ibaraki Prefecture and 19 other prefectures has been extended until September 30th.

Within Ibaraki Prefecture, the number of hospitalized patients and patients recovering at home remains at the highest level ever. Governor Oigawa has extended Ibaraki’s own state of emergency till the 26th, and has requested that all citizens refrain from nonessential outings.

Over the course of August, 249 new infections were confirmed within Hitachi City, the highest number of cases to date. In September alone, we have already confirmed over 60 new cases. As the situation within Hitachi grows more and more difficult, the strict measures we’ve implemented to stop the spread of the Covid-19 continue: public facilities continue to be closed and elementary and junior high schools have been asked to continue online classes. In Ibaraki Prefecture and across the nation, we ask for everyone’s cooperation by avoiding all nonessential outings and reviewing the fundamental methods for preventing the spread of Covid-19. Through these measures and your effort, we can reduce the strain on our medical system.

A large number of infections have stemmed from clusters occurring within families and at workplaces. We ask that everyone remember to wear their mask, ventilate their spaces, wash and sanitize their hands, and respect social distancing as much as possible. Please take your own actions into consideration and think about the impact they could have on those around you in regards to stopping the spread of the coronavirus.

Finally, although we have seen a slight drop in the national average of new cases, we must not let our guard down in this dire moment. Hitachi City will continue its vaccination drive and will continue carrying out infectious disease prevention measures. We ask for each and everyone’s cooperation as we pass this critical juncture.

　現在、全国的に第5波といわれる新型コロナウイルス感染症の急速な拡大が続いており、茨城県内においても、感染者が急増するとともに、自宅療養者の容態急変などもある中、入院患者が日毎に増加し、病床がひっ迫するなど、これまでにない深刻な
状況に直面しております。

　こうした状況を踏まえて、茨城県の大井川知事は、8月16日に県独自の「非常事態宣言」を発出いたしました。加えて、8月20日から、茨城県は国の緊急事態宣言の対象地域に指定されるところであります。

　これにより、これまでの不要不急の外出の自粛や、飲食店に対する営業時間の短縮などに加え、スーパー等を含むすべての商業施設に対する入場の制限、公共施設の休館などが要請されました。

　日立市においても、8月に入ってから、既に100名を超える新たな感染者が確認されるなど、今までにないスピードで感染者が増加し、極めて厳しい正念場を迎えております。ご自分の命と健康、そして身近な方の命と健康を守るためにも、国や県の要請に対し、皆様のご理解とご協力をお願い申し上げます。

　長期間のコロナ対応でご不便な生活をお願いいたしておりますが、ここで気を緩めることなく、引き続き、ご家庭内を含むマスクの着用、手洗い、室内の換気、消毒の徹底、そして人と人との身体的距離の確保、さらには、密閉・密集・密接の3つの密を避けるなど、基本的な感染症対策を、今一度、徹底していただきますよう、お願いいたします。

Currently, Japan is experiencing its fifth wave of coronavirus infections, the worst of the entire pandemic. Ibaraki Prefecture is experiencing a record surge in cases.. We have seen a rapid increase in the number of patients requiring initial hospitalization, and the number of patients who start recovering at home before their condition worsens, requiring hospitalization, leading to a shortage of hospital beds throughout the prefecture. We are facing an unprecedentedly grave situation.

In response to this situation, Ibaraki Precture’s Governor Oigawa declared a special state of emergency in the prefecture on August 16th. Additionally, from August 20th Ibaraki Prefecture will fall under the blanket of the national state of emergency as well.

Along with the measures requested under the quasi-state of emergency, such as requesting citizens to avoid nonessential outings and asking dining establishments to shorten their operating hours, all businesses, including supermarkets, have been requested to limit their entry, and public facilities have been closed for the duration of the emergency.

Since the start of August, over 100 cases have been confirmed within Hitachi. We have never experienced such explosive growth within our city. We are entering a do-or-die situation.

Despite the burdens the pandemic has brought upon all our lives, we cannot afford to relax now. Please continue to ensure that you and your family wear a mask, wash your hands, ventilate your spaces, and use hand sanitizer when possible. Remember to avoid the three C’s: closed spaces, crowds, and close contact. Once more, we ask you to review and utilize these fundamental measures for preventing infections.

The key to success going forward lies with each individual and their actions. Each individual’s decision making can prevent a further explosive increase in infections, or help to avoid a collapse of our local healthcare system. Hitachi City will continue to steadily implement various countermeasures against the coronavirus, including a safe and speedy vaccination, while sharing with everyone a strong sense of crisis and a desire to see a safe and healthy tomorrow.

　日立市長の小川春樹でございます。

　7月下旬から、全国的に新型コロナウイルス感染者が急速に増加し、茨城県内においても、これまでにないスピードで感染者が増加しております。日立市におきましても、ここ1週間で20名を超える方の感染が報告されており、感染拡大の「第5波」となるこの状況を受け、茨城県の大井川知事は、県内38の市町村を、国の「まん延防止等重点措置」の対象区域とするとともに、日立市など6市町を県独自の緊急事態宣言の対象区域とすることを発表いたしました。

　これにより、8月6日金曜日から8月31日火曜日まで、すべての県民の皆様への不要不急の外出・移動の自粛、また、県外にお住まいの方々に対する帰省や来訪の自粛などが要請されました。さらに、県内すべての飲食店を対象とする、営業時間の短縮などについても、併せて要請されております。

　市民の皆様には、長期化する新型コロナへの対応により、ご不便とご苦労をおかけしておりますが、ご自分を守るため、そして身近な人を守るためにも、茨城県の要請に基づく行動に、ご理解とご協力をお願い申し上げます。

　また、マスクの着用・手洗い・室内の換気の徹底、そして人と人との距離をとる、社会的距離の確保、さらには、密閉・密集・密接の3つの密を避けるなど、基本的な感染症対策を、今一度、徹底していただきますよう、お願い申し上げます。

From late July onwards, Japan has experienced a record rise in Covid-19 cases. Cases within Ibaraki prefecture are increasing at a never before seen rate. Hitachi City surpassed twenty cases in the span of a week. Japan has entered its “fifth wave” of coronavirus infections.

Ibaraki Prefecture’s Governor Oigawa has declared a quasi-state of emergency,from August 6th until August 31st. Under the quasi-emergency, citizens are asked to avoid all nonessential outings and to limit their travel as much as possible, particularly during the Obon Festival. In addition, dining establishments throughout the prefecture have been to shorten their operating hours. The pandemic has caused unimaginable hardships for everyone, but for the sake of protecting yourself and your family, please continue to follow the prefectural Covid-19 guidelines.

Please continue to wear a mask, wash your hands, and keep your spaces ventilated. Also, remember to avoid the three Cs: closed spaces, crowds, and close contact. Please review and remember these fundamental steps to ensure the safety of yourself and those around you.

In regards to Hitachi City, along with carrying out our vaccination efforts as safely and securely as possible and continuing with our other measures for stopping the spread of the coronavirus, we ask for your personal cooperation in overcoming this critical situation together. 　日立市長の小川春樹でございます。

　新型コロナウイルスの感染拡大防止のため、市民の皆様には、多大なご協力をいただき厚く感謝申し上げます。

　新型コロナウイルス感染症の発症や重症化を予防する効果が期待されております「ワクチン接種」につきまして、本市では、現在、65歳以上の方を対象に接種を進めておりまして、日立市医師会はじめ関係する皆様のご協力のもと、約9割（88％）の方が予約を済まされ、1回目の接種を受けた方が56％、2回目が24％と、順調に進んでおります。

　そして、この度、7月1日に、64歳以下16歳までの皆様に、ワクチンの「接種券」を発送いたしました。「接種券」は、市が行う接種のほか、「職域接種」などを受ける場合にも必要となりますのでご留意ください。

　本市における今後のワクチン接種の予約と接種の開始時期でございますが、基礎疾患を有する方は7月9日・金曜日から、64歳から50歳までの方は7月14日・水曜日から開始いたします。なお、49歳以下の方につきましては、日程が決まり次第、改めてご案内をさせていただきます。

　接種方法は、かかりつけ医など医療機関での個別接種、又は、地域での集団接種の2通りとなりますが、予約方法、接種場所など、詳細につきましては、市報7月5日号や、市ホームページでお知らせいたしますので、ご確認をお願いいたします。

　市では、新型コロナウイルス感染症の一日も早い収束に向け、日立市医師会や各医療機関などとの連携・協力のもと、ワクチン接種の着実な推進に取り組んでまいりますので、市民の皆様のご理解とご協力をお願いいたします。

 I would once again like to express my sincerest gratitude for your continued cooperation in our battle against the coronavirus. We are making good progress with vaccinating our elderly residents. Currently, 88% of eligible residents have made a reservation for receiving the vaccine, with 56% of those people having received their first dose, and 24% having completed both doses of the vaccine. 

On July 1, Hitachi City sent out vaccination coupons to everyone aged 16-64 years old. Please note that these vaccination coupons are required for both city-run vaccination sites and occupational vaccine sites administered by one’s place of employment.

Vaccinations for those with underlying conditions or diseases will begin on Friday, July 9. Please contact city hall if you fall into one of these categories. For details on how to make an appointment and where to get vaccinated, please check the July 5 issue of the city newsletter and the city website. Vaccinations are available at family and local clinics as well as mass vaccination sites run by the city.

Vaccinations for those between the ages of 50 and 64 will start on Wednesday, July 14. As soon as a concrete date is decided for those aged 49 and younger, we will make another announcement.

We will continue to cooperate with the Hitachi Medical Association and other medical institutions within the city to ensure a safe and speedy vaccine rollout. As always, we appreciate your understanding and cooperation through this difficult time.

　新型コロナウイルス感染症の発症や重症化予防の効果が期待されております「ワクチン接種」につきまして、本市では、安全・安心にワクチン接種が受けられますよう、かかりつけ医など身近な医療機関での接種を、まず、75歳以上の方を対象に5月24日から行っております。また、6月1日からは、65歳から74歳までの方を対象に予約と接種を開始いたします。

　さらに、本市では、身近な医療機関での接種を基本としながらも、65歳以上の方がより早く接種を受けられますよう、この度、「集団接種」を追加して行うことといたしました。

　「集団接種」の予約は、6月8日・火曜日から開始し、電話またはインターネットで市が一括して受付を行います。65歳以上の皆様には、5月27日に「集団接種のお知らせ」を追加で発送いたしましたので、詳しくは、お知らせをご確認ください。

　なお、「集団接種」は、6月19日から7月25日までの土曜日と日曜日に、市内5つの病院と4つの地域の会場で、およそ8，500人の方を対象に行います。

I would like to thank you all once again for your continued cooperation with helping us stop the spread of Covid-19.

Regarding the Covid-19 vaccine, since May 21^st our city has been administering the vaccine for those aged 75 or older at local medical institutions and family practitioners. From June 1^st, we have started offering the vaccine to people between the ages of 65 and 74 as well. The vaccine has proved both safe and effective at preventing both the onset and severity of the new novel coronavirus and will play a key role in bringing an end to the ongoing pandemic.

In order to bolster our vaccination efforts, Hitachi City will open a mass vaccination site available to people aged 65 and older. Reservations for the mass vaccination site began on June 8^th and are currently ongoing, with reservations being available online or by phone.

The mass vaccination will be held on Saturdays and Sundays from June 19 to July 25 at five hospitals and four community venues in the city, with the goal of vaccinating approximately 8,500 people.

Please be assured that Hitachi City has reserved enough vaccines for all those who wish to be vaccinated. The phone lines and internet reservation system for the vaccine appointments are expected to be extremely busy, so we ask for your patience in registering for your appointment.

Hitachi City will continue working closely with the Hitachi Medical Association and other medical institutions to ensure a smooth vaccine rollout across the city. We appreciate your cooperation and understanding in this difficult time. We are all in this together as we continue our fight against Covid-19.

　新型コロナウイルス感染症の発症や重症化を予防する効果が期待されておりますワクチン接種につきまして、本市はこれまで、国が示す接種順位に基づき、医療従事者の皆様への接種を進めるとともに、クラスター防止の観点から、高齢者施設の入所者・従事者の皆様への接種を開始したところでございます。

　そして、この度、一般の高齢者の皆様への接種が、いよいよスタートいたします。

　市では、5月12日に、65歳以上の皆様へ、ワクチン接種に関する2回目の「お知らせ」を発送いたしました。この「お知らせ」には、ワクチン接種の予約の方法や、接種を受けることができる医療機関などを記載しております。

　本市におきましては、高齢者の皆様が、安全・安心にワクチン接種を受けられますよう、身近なかかりつけ医等の医療機関での接種を行います。このため、予約を受け付けていただく医療機関での混乱を避けるため、まず、75歳以上の方について、5月18日から予約を開始し、5月24日から接種を開始いたします。

This is your mayor Haruki Ogawa. In the face of countless disruptions to your daily lives, I would like to thank everyone once again for your continued cooperation with stopping the spread of Covid-19.

Concerning vaccinations, based on the order set by the national government, we have been administering the Covid-19 vaccine to medical professionals. Due to the danger of infection clusters, we have also been issuing the vaccine to workers and residents in elder care facilities.
I am pleased to announce that we are ready to begin administering vaccinations to all residents aged 65 or older.

On May 12^th, the city sent out its second flyer regarding vaccinations. Eligible residents will receive a notice that includes information on how to make an appointment for the vaccination and the medical institutions where they can receive the vaccination.
We are working with local medical institutions to ensure that citizens will be able to receive the vaccine from their regular hospital or local doctor. We are doing everything we can to provide a safe and composed vaccine rollout.
To lessen confusion at hospitals, we will initially accept appointments from residents aged 75 or older on May 18 and start vaccinations on May 24. Then, from June 1, reservations and vaccinations for those between the ages of 65 and 74 will be available. Please be assured that there will be enough vaccines available for all of those who wish to be vaccinated. Once appointments open up, we are expecting the phone lines to be very busy. Please try calling back at different times if the phone lines are consistently busy.

The city will continue to work closely with the Hitachi Medical Association and other medical institutions to ensure the smooth rollout of the vaccine. Thank you all once again for your cooperation.

日立市民の皆様

　日立市長の小川春樹でございます。

　昨日、日立市内で新たに10名の新型コロナウイルス感染症患者が確認されました。

　日立市では、今年1月から続いた感染者の拡大が、3月になってようやく落ち着きを見せたにもかかわらず、4月に入ってから既に20名の感染者が確認されております。特に、昨日の感染者を含め、市内の特定の飲食店において、利用者など13名が、感染力がより高いとされる「変異株ウイルス」に感染するクラスターが発生し、深刻な状況を迎えつつあると考えております。

　変異株ウイルスの感染経路は、現在、茨城県において詳細な調査が行われているところですが、日立市といたしましても、日立保健所をはじめ、茨城県との連携のもと、必要な対策を適宜かつ速やかに講じてまいります。

　3月から4月への年度の切り替わりの時期ということもあり、社会人や学生など人の動きが増え、本市においても、会食をきっかけとする感染が増えております。茨城県では4月10日まで、独自のまん延防止期間を設けており、特に会食を開催する場合は、身近な方との4人以内での会食とするなど、茨城県の要請に基づき十分な注意をするようお願い申し上げます。

　また、感染力が高いとされる変異株ウイルスではありますが、マスクの徹底した着用、手洗い、室内の換気の徹底、そして何よりもソーシャルディスタンスの確保、さらには、密閉・密集・密接の3つの密を避けるなど、これまで以上の感染症対策を行っていただくことが、基本的な予防策となりますので、危機感を強めながらも事態を冷静に受け止め、引き続き、感染症対策の徹底を図るようお願いを申し上げます。

　日立市内で新型コロナウイルス感染症患者が初めて確認されてから、まもなく1年を迎えようとする中、再び感染者が急拡大し、市民の皆様には、多大なご心配とご不便をお掛けいたしております。しかしながら、更なる感染の拡大を防ぐため、私たちは今、改めて重大な岐路に立たされているという強い認識のもと、お一人お一人、そして、それぞれのご家庭や各事業所、職場での感染症対策の徹底が求められております。

Recently, ten new coronavirus cases were confirmed within Hitachi.

The number of cases has steadily risen since the start of this year, finally plateauing in March. However, since April 1^st, 20 cases have already been confirmed within our city. We have traced recent cases to bars and restaurants, as well as a cluster of thirteen cases with the “mutant variant” of the coronavirus. This mutant variant is highly infectious and has the potential to spread at an extremely fast rate. The mutant variant`s spread into Ibaraki Prefecture is currently being investigated by the prefectural government, and Hitachi is doing all that we can to assist with the investigation.

With the start of the new school term and fiscal year in April and with people changing schools and jobs, more and more infections are being linked to kaishoku, group meals with colleagues or associates. Until April 10^th, Ibaraki Prefecture requests that all group meals be limited to four people as a measure for preventing further infections.

In addition, although the mutant variant is highly infectious, the way of countering it is the same: mask wearing, handwashing, ventilating indoor spaces, socially distancing, and avoiding the Three Cs (Closed spaces, Crowded places, and Contact settings).

It has almost been a year since the first coronavirus case was confirmed in Hitachi. Since then, cases have continued to increase, surely causing worry and concern for all residents. As we are once again at a critical crossroads for preventing further infections, each and every one of us, including our homes, workplaces, and schools, must do our part to stop the spread of the coronavirus.

We at Hitachi City will do everything we can to prevent further infections and protect the health of our citizens. Furthermore, we are also preparing for a safe and speedy vaccination.

　日立市長の小川春樹でございます。

　皆様既にご承知の通り、新型コロナウイルス感染症の拡大により、国は、2月2日、東京都など10都府県を対象とする緊急事態宣言を3月7日まで延長すると発表いたしました。また、茨城県においても、昨日、大井川知事が、県独自の緊急事態宣言を2月28日まで延長すると発表し、改めて、宣言期間中の不要不急の外出の自粛、そして県内すべての飲食店を対象とする営業時間の短縮などが要請されました。

　日立市におきましても、新たな感染者が急増しており、今年に入ってから154名の感染者が確認されております。感染経路の多くは、知人または家庭内、そして職場内となっており、高齢者関連施設においても、感染者が増えております。

　更なる感染の拡大を防ぐため、改めて、今は正念場にあると考えております。市民の皆様には、県の要請に基づく不要不急の外出の自粛はもちろん、ご家庭内を含む、マスクの着用、こまめな手洗い、消毒、室内の換気、そして、ソーシャルディスタンスを確保するとともに、密閉・密集・密接の「3つの密」を必ず避けるなどの取組をお願いいたします。

　なお、休館中の市の施設については、市内の感染状況を確認しながら、2月15日以降、順次、再開をしてまいりますが、図書館、博物館については、2月8日月曜日から再開をいたします。

　長引く感染症対策により、皆様にはご不便をおかけしておりますが、日立市といたしましても、この困難をなんとしても乗り越えるべく、引き続き、全力をもって対応を進めてまいります。

　特に、感染の拡大防止に大きな期待がかかる、ワクチンの接種については、対策チームを設置しており、国や県の動向を踏まえながら、関係機関との連携のもと、安全で速やかな接種に向けた準備を進めているところであります。

On February 2nd, in order to halt the continued spread of the novel coronavirus the government announced an extension of the state of emergency for Tokyo and ten other prefectures until March 7. Yesterday, Ibaraki Prefecture's Governor Oigawa declared a state of emergency with conditions unique to Ibaraki.

Ibaraki's state of emergency will be extended until February 28. Once again, the government has requested that residents refrain from unnecessary outings as much as possible, and restaurants have been asked to shorten their business hours.

In Hitachi City, the number of newly infected people has been increasing rapidly, with 154 new cases since the beginning of this year. Contact tracing has found infections among friends and family, at workplaces, and even at elder care facilities.

We are at a critical moment for preventing further spread of the virus.

Along with refraining from unnecessary outings, residents should continue to wear masks, wash and disinfect their hands, ventilate their rooms, and socially distance as much as possible. Remember to avoid the Three Cs (Closed spaces, Crowded places and Contact settings).

Libraries and museums will be reopened from February 8th, with other facilities being gradually reopened after February 15th as we continue to monitor infection levels within the city.

We apologize for any inconvenience caused by the prolonged measures against the novel coronavirus. Hitachi City will continue to do its everything it can in its battle against the coronavirus.

Furthermore, we have set up a team to prepare for vaccinations, and are working with both the prefectural and national government on our procedures for vaccinations. We are doing everything we can to ensure prompt and safe vaccinations.

We will continue to work together to prevent the spread of the novel coronavirus. We are all in this together.

　日立市長の小川春樹でございます。

　茨城県では、1月に入ってから新型コロナウイルス感染者が急速に増加しており、昨日は、一日当たりで最多となる159人の感染者が確認されました。この状況を受け、昨日、大井川知事は、茨城県独自の緊急事態宣言を発令いたしました。

　これにより、改めて、1月18日月曜日から2月7日日曜日まで、県民の皆様への県内全域での不要不急の外出・移動の自粛、東京都をはじめとする緊急事態宣言が発令されている都道府県との不要不急の往来の自粛などが要請されております。また、県内すべての飲食店を対象とする営業時間の短縮なども要請されました。

　日立市におきましても、1月に入ってから短期間で68名もの新たな感染者が確認されており、極めて深刻かつ重大な局面にあります。

　この厳しい状況の中、新型コロナに感染しない、そしてご家族や大切な人へ感染させないためにも、人と人との接触をできる限り避けるなど、一人ひとりの、そして、それぞれのご家庭や職場における感染症対策の徹底が、今、何よりも求められています。

　国内ではじめて感染者が確認されてから1年が経過し、皆様におかれましては、長きにわたるご不安な日々を送られ、生活にも多大なご不便をお掛けしております。しかしながら、更なる感染の拡大を防ぎ、地域の医療、そしてかけがえのない命と健康をなんとしても守るためには、私たち一人ひとりの力を結集し、この困難をなんとしても乗り越えていかなくてはなりません。

In Ibaraki Prefecture, the number of people infected with the new coronavirus has been increasing rapidly since the beginning of January. The highest number of infected people per day was 159 yesterday. In response to this situation, Governor Oigawa issued an original state of emergency to Ibaraki Prefecture yesterday.

There is a demand for refraining from going out and moving unnecessarily throughout the prefecture. Also refraining from unnecessary urgent traffic to and from prefectures where emergency declarations have been issued, including the Tokyo Metropolitan Government from January 18th to February 7th. In addition, shortening of business hours was requested for all restaurants in Ibaraki.

In Hitachi City, as many as 68 new infected persons have been confirmed in a short period of time since the beginning of January, and it is an extremely serious situation. 

In this harsh situation, in order not to avoid new corona infections, and to prevent it from infecting family members and loved ones, avoid contact between people as much as possible individually and in each home and workplace. Thorough measures against infectious diseases are now required above all. 

One year has passed since the first infection was confirmed in Japan and everyone has been living anxious days for a long time, causing great inconvenience to our lives. However, in order to prevent further spread of infection, to protect local medical care, and to protect irreplaceable life and health, we must unite the strengths of each of us to overcome this difficulty. 

We can live with peace of mind together in Hitachi City. We will continue to do our utmost to prevent the spread of the infection so that we can recover from it as soon as possible. We appreciate your understanding and cooperation.

日立市民の皆様

　日立市長の小川春樹でございます。

　新型コロナウイルス感染拡大を受け、1月7日、国は、東京都など、1都3県への緊急事態宣言を発出すると発表しました。改めて、感染拡大第3波の危機的状況を強く認識せざるを得ません。宣言期間の1月8日から2月7日までの間、1都3県への不要不急の往来は、更なる自粛をお願いいたします。

　一方、日立市におきましても、1月6日に9名、7日に11名の、新たな感染者が確認され、1月に入ってから、31名もの感染者が確認されております。短期間で、これまでになく急激に感染者が増加しており、極めて深刻、かつ緊迫した局面を迎えております。
この局面に対し、茨城県から、日立市は「感染拡大市町村」に位置付けられ、1月7日から12日まで、酒類を提供する飲食店等への、営業時間の短縮などが要請されました。(1月8日から、すべての飲食店が対象となりました。)また、1月20日まで、県内全域の皆さんへの、不要不急の外出の自粛も要請されております。

　そのため、更なる感染の拡大防止に向け、私から、市民の皆様お一人お一人に対し、またそれぞれのご家庭に対し、さらに各事業所・職場に対し、改めまして3つのお願いを申し上げます。

　まずは、それぞれのご家庭、各事業所・職場においての消毒を、こまめに、日々行っていただき、その上で、お一人お一人は、手洗い、うがいの励行、そしてマスク着用の徹底を図っていただくようお願いいたします。

　2つ目に、ご家庭内や事業所・職場においては、寒い冬ではありますが、室内の換気を定期的に行うとともに、人と人との距離、ソーシャルディスタンスを確保し、密閉、密集、密接の「3つの密」を、必ず、避けていただくようお願いいたします。さらに、ご家族や事業所・職場同士での健康管理を徹底していただき、体調が悪いと感じたときは、まず、かかりつけ医にご相談をいただき、かかりつけ医がない方は、日立保健所や、市の保健センターに相談をお願いいたします。

　3つ目には、全国的に会食をきっかけとする感染の拡大が多く確認されておりますので、大人数での飲食、長時間におよぶ飲食などについては、厳に控えていただきますよう、お願いいたします。

　明日から3連休を控えており、繰り返しになりますが、不要不急の外出はもちろん、緊急事態宣言が発出された地域からのご家族の帰省については、自粛をされるよう、お願いいたします。

 　お一人お一人、そしてそれぞれのご家庭、さらに各事業所・職場での、感染の拡大を防ぐ取り組みが、今、求められております。更なる感染の拡大を決して許さない、その強い思いのもと、かけがえのない命と健康をなんとしても守り続けるため、日立市といたしましても、「すべては市民の皆様のために」を合言葉に、皆様と心をひとつに、感染の拡大防止に全力で取り組み、この深刻な状況を乗り越えてまいりたいと思っています。どうぞ皆様のご理解とご協力を賜りますよう、切にお願いを申し上げます。

Following the spread of the new coronavirus infection, the government announced on January 7, that it would issue a state of emergency to Tokyo and other prefectures. We must once again strongly recognize the critical situation of the third wave of infection. During the declaration period from January 8th to February 7th, there is no need to urgently go to Tokyo or other prefectures.

Please refrain from coming and going.

On the other hand, in Hitachi City, 9 newly infected people were confirmed on January 6th and 11 people were confirmed on 7th, and as many as 31 infected people have been confirmed since the beginning of January. In a short period of time, the number of infected people has increased more rapidly than ever before, and we are facing an extremely serious and tense situation.

In response to this situation, Hitachi City was positioned as an "infection spread municipality" from Ibaraki Prefecture.

From January 7th to 12th, it was requested to shorten business hours to all restaurants. In addition, until January 20th, everyone in the prefecture is requested to refrain from going out unnecessarily.

Therefore, in order to prevent the spread of infection, I would like to ask each and every resident to follow these guidelines.

In addition, I would like to make three requests to each household and each business establishment / workplace.

First of all, disinfect each household, office, and workplace diligently every day, and each person should wash their hands, gargle, and wear a mask thoroughly.

Secondly, in the home, offices and workplaces, although it is a cold winter, please regularly ventilate the room, secure the distance between people and social distance, and avoid closed and crowded spaces. Please be sure to avoid the "Three C's". In addition, if you feel unwell after thoroughly managing your family, business establishments, and workplaces, first consult your family doctor. If you do not have a family doctor, please contact Hitachi Health Center or please consult with the city health center.

Thirdly, since many infections have been confirmed nationwide as a result of dinner, please refrain from eating and drinking with a large number of people and eating and drinking for a long time.

We have three consecutive holidays coming up from tomorrow, and again, of course, we need to refrain from going out unnecessarily.

Please refrain from returning home from the area where the state of emergency was issued.

　日立市長の小川春樹でございます。

　令和2年、2020年も、残すところあとわずかとなりました。

　本年は、新型コロナウイルス感染症が世界的に拡大し、我が国においても、1月に初めての感染者が確認されて以来、感染拡大が続き、現在は「第3波」のただ中にあると言われております。日立市におきましては、12月28日までに27名の感染が確認されております。

　こうした中、菅首相は、感染対策を徹底し、「静かな年末年始」を過ごすよう協力を求めております。また、茨城県においても、大井川知事は、年末年始は短期間で感染が拡大する懸念があることから、厳重な警戒を呼び掛けております。

　従いまして、私といたしましては、この年末年始は、ご自身や大切な人のかけがえのない命と健康を守るためにも、非常に重要な時期と考えております。

　市民の皆様には、大変ご不便をお掛けいたしますが、県外からご家族が帰省される際には、体調の確認、そして感染症対策の徹底を呼び掛けていただきますとともに、東京や神奈川、埼玉など、感染が拡大している都府県への移動、滞在は、十分ご注意ください。

　また、密閉、密集、密接の「3つの密」を避けるとともに、長時間や大人数での飲食などを控えていただくほか、ご家庭内を含むマスクの着用など、感染症対策に取り組んでくださるようお願いいたします。

In 2nd year of Reiwa and 2020, there are only a few days left.

The new coronavirus infection spread worldwide this year. We are now experiencing the third wave, since the first infected person was confirmed in January, 2020 in Japan. The spread of infection has continued and  27 people have been confirmed to be infected in our City by December 28th.

Under these circumstances, Prime Minister Suga is requesting cooperation to thoroughly implement infection control measures and spend a "quiet year-end and New Year holidays". Also in Ibaraki Prefecture, Governor Oigawa is calling for strict caution because there is a concern that the infection will spread in a short period of time during the year-end and New Year holidays.

Therefore I consider the year-end and New Year holidays to be a very important time to protect the irreplaceable lives and health of yourself and your loved ones.

We apologize for the inconvenience caused to the residents, but when family returns from outside the prefecture, we ask them to check their physical condition and take thorough measures against infectious diseases, as well as to Tokyo, Kanagawa and Saitama. Please be careful when moving or staying in the prefectures where the infection is spreading.

In addition, please avoid the Three Cs(closed spaces, crowded places and contact settings), refrain from eating and drinking out for a long time or with a large number of people, and take measures against infectious diseases such as wearing masks including at home.

Even in our city, we would like to work together with you to overcome this difficult situation so that Covid 19 will be resolved as soon as possible and next year will be a bright year. We appreciate your understanding and cooperation.

　11月に入ってから、国、茨城県内ともに、新型コロナウイルス感染症患者が、これまでにないスピードで増え続けています。また、11月26日には、茨城県から、日立市内で19例目となる新型コロナウイルス感染症患者が確認されたと発表がありました。

　こうした中、昨日、茨城県から緊急メッセージが発せられ、土浦市、つくば市、つくばみらい市、牛久市、取手市、境町、阿見町、かすみがうら市を、「感染拡大市町村」と位置づけ、本日から、12月13日まで、これらの地域への外出が必要な場合は、感染の防止のため、適切な対策を取るよう、茨城県知事から要請がありました。

　加えて、ＧｏＴｏトラベルの除外地域である、札幌市、大阪市への不要不急の移動・滞在については、自粛をするよう、要請がありました。

　また、茨城県からは、かねてから、東京都への移動・滞在については、十分に注意をするよう、呼びかけられておりますが、市民の皆様におかれましては、県の要請に基づく行動をお願いいたします。

　あわせて、改めて、マスクの着用や、こまめな手洗い、健康管理の実施、密閉、密集、密接の、3つの密を避けるなど、感染症予防の徹底に努めていただくようお願いいたします。特に、国からは、大人数での飲食、長時間におよぶ飲食などについては、感染のリスクが高まる場面として示されていますので、十分な注意をお願いいたします。

In addition, on November 26, Ibaraki Prefecture announced that the 19th patient with coronavirus infection was confirmed in Hitachi City.

Under these circumstances, an urgent message was sent from Ibaraki Prefecture yesterday, and Tsuchiura City, Tsukuba City, Tsukubamirai City, Ushiku City, Toride City, Sakai Town, Ami Town, and Kasumigaura City were designated as "infection spreading cities, towns and villages" from today. Until December 13, the Governor of Ibaraki Prefecture requested that if you need to go out to these areas, you should take appropriate measures to prevent infection.

In addition, there was a request to refrain from unnecessary and unurgent travel and stay in Sapporo City and Osaka City, which are excluded areas of GoTo Travel.

In addition, Ibaraki Prefecture has long called for caution regarding movement and stay in Tokyo, but we ask all residents to take action based on the prefecture's request.

　11月11日、茨城県の大井川知事は、県内や東京都において、新型コロナウイルス感染症患者が、急速に拡大している状況を踏まえ、4段階からなる、県の対策ステージを、「2」から「3」に引き上げると発表いたしました。また、日立市内においても、10月、11月と、感染者が続けて確認されており、今、新たな局面を迎えております。

　市民の皆様におかれましては、コロナウイルスに感染しない、感染させないためにも、改めて、こまめな手洗いや、マスクの着用、人と人との距離を一定程度取る、ソーシャルディスタンスの確保、そして、密閉・密集・密接の3つの密を避けるなど、「新しい生活様式」を徹底し、感染症予防に努めていただきますよう、お願いを申し上げます。

　特に、茨城県からは、高齢の方や基礎疾患をお持ちの方、妊婦の方などは、外出について、慎重に対応し、十分に注意をするよう呼びかけられております。さらに、施設や店舗などを利用する際には、感染者との接触を通知するシステム「いばらきアマビエちゃん」を積極的に使用するよう、要請されております。市民の皆様におかれましては、県の要請に基づく行動を、お願いいたします。

In light of the rapidly expanding situation of infectious disease patients, we announced that we will raise the prefecture's countermeasure stage, which consists of four stages from 2 to 3.

In November infected people have been confirmed continuously, and we are now entering a new phase in Hitachi.

Residents who are not infected with the Covid 19 should in order to prevent infection, wash their hands frequently, wear masks, keep a certain distance between people, secure a social distance and so on. We ask that you make every effort to prevent infectious diseases by thoroughly implementing a "new lifestyle" such as avoiding the Three Cs (closed spaces, crowded places and close contact settings).

In particular, Ibaraki Prefecture calls on elderly people, people with underlying illnesses, pregnant women, etc. to be cautious about going out and to be careful. Furthermore, when using facilities and stores, it is requested to actively use the system "Ibaraki Amabie-chan" that notifies if you've had contact with infected people. We would like to ask all the residents to take action based on the request of the prefecture.

In addition, there is a concern that the flu may spread at the same time as the cold season comes, so please be careful about your health.

　6月5日、茨城県の大井川知事は、新型コロナウイルス感染症に係る対策のステージを、6月8日から、ステージ1へと緩和することを発表いたしました。

　日立市といたしましては、この度の県の判断も踏まえ、休館としていた市の施設について、適切な感染症対策を講じながら、再開をしてまいります。また、市立小中学校についても、6月8日から、通常の登校といたします。そして各種のイベントにつきましては、必要な基準を設けつつ、規模や内容なども踏まえながら、開催の判断を行ってまいります。

　引き続き、新型コロナウイルスと向き合うことを余儀なくされる中ではありますが、社会経済活動の全面的な再開に向け、大きく前進することができたものと考えております。

　しかしながら、感染拡大の第2の波を未然に防ぐためにも、市民の皆様におかれましては、引き続き、「3つの密」を避けるなど、国が示した「新しい生活様式」を徹底し、感染症予防に努めていただきますよう、心から、お願いを申し上げます。

On June 5, Governor Oigawa of Ibaraki Prefecture announced that the stage of countermeasures against new coronavirus infections will be relaxed to Stage 1 from June 8.

Hitachi City will reopen the closed facilities of the city, taking appropriate measures against infectious diseases based on the prefecture's decision.

In addition, municipal elementary and junior high school and  students will be able to attend school regularly from June 8th. Regarding various events, we will decide them while considering the scale and content while setting the necessary standards.

Although we are still forced to face the new coronavirus, we believe that we have made great progress toward the full resumption of socio-economic activities.

However, in order to prevent the second wave of the spread of infection, residents will continue to avoid the "three prohibitions" and thoroughly enforce the "new lifestyle" shown by the country. We sincerely request for your efforts to prevent the disease.

Hitachi City, with the slogan "everything is for the citizens", is about the efforts to protect the safety and security of everyone's lives and the efforts to regain the vitality of the local economy. At the same time, we will continue to do our utmost to make our own support measures.

　日立市長の小川春樹でございます。

　5月22日、茨城県の大井川知事は、新型コロナウイルス感染症を予防するための外出の自粛や休業などの要請について、5月25日から、ステージ2へと緩和することを発表いたしました。

　茨城県から外出の自粛などが要請された4月17日以降、市民の皆様には、今日に至るまで、外出の自粛をはじめ、積極的な感染症対策に努めていただき、心から感謝を申し上げます。

　日立市といたしましては、国や県の判断も踏まえ、休館中の市の施設を、順次、感染症対策を講じた上で、再開をしてまいります。また、幼稚園や小中学校・特別支援学校につきましても、県のステージに応じた段階的な措置を講じながら、再開に向けた取り組みを進めてまいります。

　しかし、新型コロナウイルス感染症との戦いは、これで終わりを迎えたわけではありません。感染拡大の第2の波として、感染者が再び大きく増えることも、十分懸念されます。こうした事態を防ぎ、かけがえのない命と健康を守るためにも、市民の皆様には、引き続き、こまめな手洗いや健康管理の実施、そして都市部等への移動の自粛や、国が示した、「3つの密」を避けるなどの「新しい生活様式」を徹底し、感染症対策に努めていただきますようお願いを申し上げます。

On May 22, Governor Oigawa of Ibaraki Prefecture has announced that we will relax restrictions from going out and taking leave to prevent new coronavirus infections to Stage 2 from May 25.

Since April 17, when Ibaraki Prefecture has requested self-restraint to go out, we would like to express our sincere gratitude to all residents for your efforts to prevent infectious diseases including active self-restraint.

Hitachi City will continue to take measures against infectious diseases and restart the facilities in the closed city one by one, based on the judgment of the country and prefecture. In addition we will take steps toward the resumption of daily life while taking gradual stepwise measures according to the state of the prefecture.

However, the battle against the new coronavirus infection has not ended. As the second wave of the infection spreads, the number of infected people will increase again and there is concern. To prevent such a situation and protect the irreplaceable life and health, residents will continue to diligently wash your hands, carry out health management and refrain from moving to urban areas.

We ask you to make every effort to take measures against infectious diseases by thoroughly implementing the "new lifestyle" such as self-restraint and avoiding the "three prohibitions" shown by the country.

While measures to prolong new coronavirus infectious disease protections will have various impacts on residents' lives and local economies, Hitachi City will endeavor to promptly implement national and prefectural support measures and also work on its own support measures. 　5月4日、国は、すべての都道府県への「緊急事態宣言」の期間を、5月31日まで、延長することを決定し、茨城県は、引き続き、特に重点的な対策が必要とされる「特定警戒都道府県」に位置付けられました。

　これを受け、茨城県の大井川知事は、県内の状況も踏まえて、外出の自粛や、休業などの要請期間を、5月17日まで延長することを発表いたしました。

　日立市においては、市民の皆様の今日までのご協力により、感染の拡大防止が図られております。市民の皆様には、引き続き、不要不急の外出を控えるとともに、都市部等への移動の自粛に、ご理解とご協力をお願いいたします。また、「3つの密」を徹底して避けていただき、人と人との接触を8割減らすことができるよう、努力していきましょう。

　そして、こまめな手洗いなどの感染症予防にも努めてくださるようお願いいたします。

On May 4th, the government decided to extend the period of "emergency declaration" to all prefectures until May 31st and Ibaraki Prefecture will continue to need special focus. It has been designated as a “special vigilance prefecture”.

In response to this, Governor Oigawa of Ibaraki Prefecture announced that the request period for refraining from going out and taking leave will be extended to May 17th based on the situation in the prefecture.

In Hitachi City, with the cooperation of residents, the spread of infection is being prevented. We ask for the continued understanding and cooperation of all residents as they refrain from going out unnecessarily and refrain from moving to urban areas. Also, let us thoroughly avoid the “three prohibitions” and try to reduce contact with people by 80%.

Please also try to prevent infectious diseases by doing things such as frequent hand washing.

We apologize to the residents for the inconvenience to their daily lives, but I believe that the results of these daily efforts by the residents will lead to the protection of ourselves, our families, and society as a whole.

With the long-term effects of the new coronavirus infectious disease and various problems occurring in residents' lives and local economies, Hitachi City endeavors to promptly implement emergency measures by the national and prefectural governments, as well as Hitachi City's own We will also take measures to provide support, so please make use of it.

 日立市民の皆様

　日立市長の小川春樹でございます。

　市民の皆様におかれましては、新型コロナウイルス感染症の影響が長期化する中、感染症の拡大防止に努めていただいておりますことに、深く感謝を申し上げます。

　いよいよ、5月のゴールデンウィークを迎えたところであります。市民の皆様におかれましては、先日もお願いをいたしましたが、例年とは異なる、ご自宅中心の生活、外出の自粛を改めてお願いを申し上げます。

　現在、日立市では、各小学校単位の会場で、消毒液を順次、お配りいたしておりますので、ぜひご利用ください。また、市内の医療機関、介護施設や保育施設、そして一人ぐらしの高齢者、小中学生、妊婦の皆さんに、合計でおよそ38万枚のマスクを配布いたします。

　あわせて、国の補正予算で、国民一人一人に10万円を給付する定額給付金も決定いたしましたが、この給付金を市民の皆様にできる限り早くお届けできますよう、全力で取り組んでまいります。

　また、中小企業や個人事業主の皆様に対する、各種支援なども決定いたしました。さらには、日立市独自の支援メニューもありますので、ぜひご利用ください。

　詳細については、5月5日号の市報と一緒に配布いたしますチラシに掲載をしております。また、市の公式ホームページ等でも、引き続き発信をしてまいりますので、ご確認くださいますよう、お願い申し上げます。なお、こうした日立市の取り組みについては、日立市議会からも全面的に、強い後押しをいただいております。

　日立市長の小川春樹でございます。

　国内で新型コロナウイルス感染症患者が発生してから、3か月余りが経過しました。この間、日立市においても感染者が発生し、国は、今やすべての都道府県に緊急事態宣言を発令し、中でも茨城県は、「特定警戒都道府県」に位置付けられるなど、極めて深刻な状況となっております。

　新型コロナウイルス感染症の拡大防止には、人と人との接触を7割から8割減らすことが大切です。特に、5月の連休前後を挟む、ゴールデンウイーク期間中の外出の自粛は、極めて重要であると考えております。市民の皆様におかれましては、極力、ご自宅中心の生活を送っていただけるよう、心からお願いを申し上げます。

　また、都市部にお住いのご家族に対しましては、帰省の自粛を呼びかけていただけますよう、ご理解と、ご協力をお願い申し上げます。

　あわせて、こまめな手洗い、咳エチケット、換気や健康管理など、引き続き感染症対策に努めていただきますようお願い申し上げます。

Three months have passed since the outbreak of the new coronavirus infection in Japan.

Ibaraki prefecture is positioned as a “special alert prefecture”which is a very serious situation.

It is important to reduce contact by 70 to 80% to prevent the spread of new coronavirus infections, especially in May.

I think it is extremely important to refrain from going out during the Golden Week period before and after the consecutive holidays.

We would like to express our sincere gratitude to all of our citizens for their home-centered life as much as possible.

We kindly ask for your understanding and cooperation so that we can call for self-restraint to families living in urban areas.

In addition, frequent hand washing, cough etiquette, ventilation and health is strongly advised.

We hope that you will continue to practice measures against infectious diseases such as management.

市民の皆様へ

　日立市長の小川春樹でございます。

　4月16日、国は、新型コロナウイルスの全国的な感染拡大の防止に向け、「緊急事態宣言」のエリアを全ての都道府県に拡大し、茨城県を含む13の都道府県は、特に重点的な取組が必要となる「特定警戒都道府県」に位置付けられました。

　この緊急事態宣言を受け、4月17日、大井川知事が、茨城県における「緊急事態措置等」について発表し、「外出や通勤・通学の自粛」、「3つの『密』が重なりやすい施設の休業や、イベントの開催自粛」などの要請を行ったところでございます。皆様のご理解とご協力を、ぜひ、お願い申し上げます。

　ここで、改めまして、市民の皆様に、新型コロナウイルスのまん延を防止するための「3つのお願い」を申し上げます。

　1つ目は、大型連休を迎える中ではございますが、不要不急の外出は控えていただき、人と人との接触機会を「最低でも7割、極力8割程度」、減らしていただくことでございます。

　2つ目は、引き続き、こまめな手洗いや咳エチケットなど、感染予防に努めていただくとともに、「換気の悪い密閉空間」、「多数の人が集まる密集場所」、「間近で会話や発声をする密接場面」の3つの「密」を意識的に避けていただくことでございます。

　そして、3点目は、都市部にお住まいのご家族等の帰省を、極力、避けていただくことでございます。やむを得ず帰省された方につきましては、できる限りご家族との接触を避け、14日間、帰省先で待機していただくようお願いいたします。

　市民の皆様におかれましては、不安な日々を送られ、生活にも、多大なご不便をお掛けしているものと存じますが、日立市といたしましても、市民の皆様と、今の危機感を改めて強く共有しつつ、茨城県や関係機関と緊密に連携し、市民の皆様の命と健康をなんとしても守っていきたい、そのために、でき得る限りの対策を講じ、全力を尽くしてまいりますので、引き続きのご理解とご協力を心からお願いいたします。

On April 16, the country expanded the “Emergency Declaration” area to all prefectures in order to prevent the spread of new coronaviruses nationwide and 13 prefectures including Ibaraki Prefecture were given special emphasis. It has been designated as a "specific vigilance prefecture" that requires specific efforts.

In response to this emergency declaration, on April 17, governor Oigawa announced on "Emergency Measures" in Ibaraki Prefecture, "self-restraint for going out, commuting and attending school". We have just made a request such as suspension of business and refraining from holding events. We would appreciate your understanding and cooperation.

Once again, I would like to make three requests to prevent the spread of the new coronavirus .

The first is that we are on a special holiday, but please refrain from going out of unnecessarily to reduce the chance of contact with people by "at least 70% to about 80% as much as possible".

The second request is to continue striving to prevent infection, such as diligent hand washing and cough etiquette, as well as "avoiding poorly ventilated closed space", " a crowded place where many people gather", and "close conversations and speaking". People should avoid these three crowded situations.

The third point is to avoid returning home as much as possible to families living in urban areas.If you are forced to return home, please avoid contact with your family and wait for 14 days at your hometown.

I think that the citizens are having an uneasy life and suffering a great deal of inconvenience in their daily lives. While strongly sharing the sense of crisis, I would like to work closely with Ibaraki Prefecture and related organizations to protect the lives and health of all citizens. To that end, we will take all possible measures and do our best. We appreciate your continued understanding and cooperation.

市民の皆様へ

　日立市長の小川春樹でございます。

　市民の皆様におかれましては、今般の新型コロナウイルス感染症が国内外において拡大する中で、日々不安な生活を送られていることと存じます。

　新型コロナウイルス感染症の感染拡大に伴い、国は、4月7日に、東京、神奈川、埼玉、千葉、大阪、兵庫、福岡の7つの都府県に対して、新型コロナウイルス特別措置法に基づく「緊急事態宣言」を行い、7都府県の知事は、住民へ不要不急の外出の自粛などを要請いたしました。

　茨城県は、この「緊急事態宣言」の対象地域とはなっておりませんが、大井川知事は、今回の宣言発令後にコメントを発表し、感染拡大地域への移動の自粛や、都市部から帰省された方の自宅待機等について、要請を行ったところでございます。

　茨城県内におきましては、3月末以降、感染者が急速に増加している状況にあり、4月5日には常陸太田市でも感染者が確認されるなど、感染拡大の懸念を拭えない状況になってきております。

　また、ここ数日の全国の感染状況をみますと、感染経路の分からないケースが増えており、このまま感染者が増え続けますと、医療体制にも大きな影響を及ぼすものとなります。

　このようなことから、市民の皆様におかれましては、「緊急事態宣言」が出された東京など7都府県をはじめ、都市部での感染が拡大している地域への移動や、不要不急の外出は自粛いただきますようお願いいたします。通勤や通学などで、やむを得ずこれらの地域へ移動される方は、日々の感染状況を確認いただくとともに、混雑を避けるなど、感染予防に努めていただきますようお願いいたします。

　併せて、引き続き、こまめな手洗いや咳エチケットなどの感染予防対策を行っていただくとともに、発熱時や、体調の悪い時には、外出を控えていただくようお願いいたします。

　さらに、クラスターと呼ばれます、集団感染を防止するためには、「換気の悪い密閉空間」、「多数の人が集まる密集場所」、「間近で会話や発声をする密接場面」といった3つの「密」を意識的に避けていただきますようお願いいたします。この3つの条件のほか、共同で使用する物品は消毒などを行っていただきますよう、併せてお願いいたします。

　本市におきましては、市役所内に日立市新型コロナウイルス感染症対策本部会議を設置し、国・県の動向を見極めながら、的確な対応を行い、さらには、市役所内に新型コロナウイルス緊急総合相談窓口を設置し、あらゆる相談に応じております。電話による問い合わせにも対応しております。ご心配事につきましては、ぜひ市役所相談窓口にお問い合わせいただきたいと思います。

　このような中、4月1日から、滞在時間の制限はございますが、市内4つの図書館を再開させていただき、さらに、4月6日には、臨時休校としておりました小・中学校において始業式を行いましたが、イベントなどの中止や延期、さらには市の施設の休館などが続いており、市民の皆様には、多大なご不便をお掛けいたしておりますが、ご理解いただきますようによろしくお願いいたします。

 　皆様には、全国的な感染拡大の状況をご理解いただき、この難局をともに乗り越えていくため、お一人おひとり、感染の予防と拡大防止に向けた取組みを継続していただくことが、何よりも重要なものとなってまいります。日立市といたしましては、市民の皆様との危機感を共有しつつ、関係機関と緊密に連携し、市民の皆様の命、健康を何としても守るために、出来得る限りの対策を講じ、全力を尽くしてまいりますので、引き続きのご協力を心からお願いいたします。

I believe that the new coronavirus infectious disease is spreading anxiety in Japan and abroad.We are living with anxiety every day.

With the spread of the new coronavirus infection, the government passed the new Coronavirus Special Measures Law on April 7 for seven prefectures of Tokyo, Kanagawa, Saitama, Chiba, Osaka, Hyogo, Fukuoka. The Governors of the seven prefectures requested the residents refrain from going out unnecessary and urgently.

Ibaraki Prefecture is not covered by this "emergency declaration", but Governor Oigawa announced his comments after the announcement of the declaration, refraining from moving to areas where infection spread and returning from urban areas. We have just made a request for people to stay in their homes.

In Ibaraki Prefecture, the number of infected people has been increasing rapidly since the end of March. The number of infected people was confirmed in Hitachiota on April 5. There is concern over the spread of infection.

In addition, looking at the infection situation across the country over the past few days, the number of cases where the route of infection is unknown is increasing. If the number of infected people continues to increase, it will have a major impact on the medical system.

For this reason, citizens are required not to move to areas where the spread of infection is increasing, including the seven prefectures where the "emergency declaration" was issued and not to make unnecessary requests. Please refrain from going out. If you are forced to move to these areas due to commuting to work or school, please check the infection status on a daily basis and try to prevent infection by avoiding congestion.

At the same time, please continue to take preventive measures such as frequent hand washing, cough etiquette, and refrain from going out when you have a fever or when you feel unwell.

Furthermore, in order to prevent mass infections, which are called clusters, there are three ways "to prevent contagion," "avoid a poorly ventilated closed space where a large number of people gather," and "avoid a closed scene where people talk and speak closely ." Please avoid "closeness" consciously. In addition to these three conditions, we ask that you also disinfect the items that are shared.

In our city, we have set up a Hitachi City New Coronavirus Infectious Diseases Control Headquarters within the city hall to take appropriate measures while observing trends in countries and prefectures. We have set up and are ready for any consultation. We also support inquiries by phone. If you have any concerns, please contact the City Hall Counseling Service.

In such a situation, from April 1st although there was a limit on the open hours, we reopened four libraries in the city, and on April 6th, at the  elementary and junior high schools that were temporarily closed.

Although the opening ceremony was held, events such as cancellations and postponements, as well as the closure of the city's facilities continued, causing a great inconvenience to the citizens, but please understand. Thank you for your cooperation.

Above all, it is essential for everyone to understand the situation of the spread of infection nationwide and to continue the efforts to prevent and spread the infection in order to overcome this difficult situation together. It is important.
