・Hazard area data on this site is forecast based on defined conditions, and may exceed assumptions in the event of an actual disaster.

<Terms of Use>
These terms of Use (“Terms of Use”) describes the terms and conditions applicable to your use of map Data ("Data") provided by this website (“Website”). Please be sure to read these Terms of Use before using Data. By accessing or using Data, you acknowledge that you have read, understood, and agreed to be bound by these Terms of Use.

Article 1 (License Grant)
1.1 Zenrin Co., Ltd. or any third party who grants license to Zenrin Co., Ltd. owns copyright in and to Data.
1.2 Hitachi City shall grant you to use Data as follows but only within the scope of private use stipulated in the copyright law of Japan. You understand and agree that nothing in these Terms of Use shall be construed to grant to you any right or license except for following rights:
(i) to browse Data displayed on Website; and
(ii) to print out any portion of Data displayed on Website on a paper.

Article 2 (Restriction on use)
In using Data, you shall comply with the following restrictions:

(i) unless expressly permitted in the Article1, you shall not copy, transfer, extract, process, update, adapt, send, or otherwise use Data in whole or in part.
(ii) You shall not permit any third party to use Data (including any copies or abstraction thereof), whether for free or for fee, or by any manner such as assignment, sublicense or data transmission.

Article 3 (Warranty)
DATA SHALL BE PROVIDED AS IS, WITHOUT EXPRESS OR IMPLIED WARRANTIES OF ANY KIND, INCLUDING ANY WARRANTY OF TITLE OR OF NON-INFRINGEMENT. Hitachi City DOES NOT WARRANT THAT DATA WILL FUNCTION UNINTERRUPTED OR ERROR FREE, NOR DOES IT MAKE ANY WARRANTY AS TO THE RESULTS THAT MAY BE OBTAINED FROM THE USE OF THE DATA. IN NO EVENT WILL Hitachi City BE LIABLE TO YOU FOR ANY DAMAGES OF ANY KIND ARISING OUT OF OR RELATING TO THIS AGREEMENT BETWEEN YOU AND Hitachi City HEREUNDER, WHETHER DIRECT OR INDIRECT, INCLUDING, BUT NOT LIMITED TO, LOST REVENUE OR PROFIT, AND SPECIAL, INCIDENTAL OR CONSEQUENTIAL DAMAGES, HOWEVER CAUSED AND REGARDLESS OF THE THEORY OF LIABILITY. Hitachi City SHALL BE SOLELY LIABLE FOR ALL EXPENSES, LOSSES, OR DAMAGES INCURRED BY ANY PARTY AS A RESULT OF USING DATA.

Article 4 (Modification,Suspension or Discontinuance of Website)
4.1 For maintainance and inspection of Website on a regular basis, Hitachi City can temporarily suspend all or part of provision of Data on Website.
4.2 If any of the following cases happen, Hitachi City may temporarily suspend all or part of the provision of Data on Website without giving prior notice to you:
(i) In case of urgent maintenance and inspection of Website;
(ii) In the event that management of Website became impossible due to accidents such as fire and blackouts, natural disasters such as earthquakes and floods, war, riots, labor disputes,or other event of force majeure;
(iii)Hitachi City judges that temporary interruption of management of Website is necessary due to operational or technical reasons; or
(iv) When the operation of Website becomes impossible due to obstacles etc. of Website.
4.3 Hitachi City may terminate provision of Website at any time and at Hitachi City ’s sole discretion.

Article 5 (General Terms)
This Terms of Use shall be prepared and executed in both in Japanese and English languages.
If there is any discrepancy or inconsistency between Japanese and English version, the Japanese version shall prevail.

< Flood Information >
・The assumed inundation area (assumed maximum scale) indicates the anticipated inundation area and water depth during river flooding in case of heavy rainfall under the expected conditions for the following rivers.
・The assumed inundation area (inundation duration) indicates the anticipated inundation duration during river flooding in case of heavy rainfall under the expected conditions for the following rivers.
・Flooding due to the rainfall exceeding expectations is not shown, so caution is needed even in the areas that are not colored.
・Please confirm the following announcements in accordance with the partial revision and enforcement of the Flood Control Act on May 20, 2015.

< Information on Inland inundation >
・Inland inundation means that the water does not overflow from the river but rather from sewers and ditches, when rainfall cannot be fully discharged into rivers.
・The map of inland inundation shows the areas that will be inundated by inland flooding in the case that rainfall exceeds the stormwater drainage capacity of the sewage system and rainwater cannot be discharged into rivers and other areas of public waters. The inundation assumption is based on the precipitation of 153 mm per hour (rainfall once in 1,000 years).
・The inundation areas are assumed under certain conditions and may actually exceed the expectation, so care is needed even in the areas that are not colored.

< Information on sediment disaster >
・The Sediment disaster special hazard zones and the sediment disaster hazard zones are the areas designated by Ibaraki Prefecture as the areas where residents may be at risk of harm in the event of a landslide at a cliff, under the “Act on Sediment Disaster Countermeasures for Sediment Disaster Prone Areas” (commonly known as the Sediment Disaster Prevention Law).

< Tsunami Information >
・The assumed tsunami inundation map shows the areas and water depth of inundation that can be expected if the largest class of tsunami (L2 tsunami) occurs under adverse conditions, which was established by Ibaraki Prefecture in August 2012.
・The inundation areas are assumed under certain conditions and may actually exceed the expectation, so care is needed even in the areas that are not colored.
・The Results of the Great East Japan Earthquake indicate the inundation area and water depth of the tsunami reached during the earthquake occurred off the Pacific coast of the Tohoku Region (March 11, 2011).

< Earthquake Information >
・The tremor hazard map shows the projected tremor size (seismic intensity) of the following earthquakes that could cause major damage to Hitachi City.
・Different epicenter locations and earthquake magnitudes may cause the tremor of the area’s ground surface to be stronger or weaker than the seismic intensity shown on the map.
・The building collapse risk map shows the probability of building collapse in the event of the following earthquakes which could cause major damage to Hitachi City, which is estimated based on the age and structure of the buildings, showing the percentage as the community risk level on the map.

本サイトにより提供される地図データ（「データ」）のご利用前に、以下の規約を必ずお読み下さい。以下の規約は、本サイトの利用者（「利用者」）と日立市とのデータの利用に関する契約の条件となります。本規約すべてにご同意いただけた場合のみデータをご利用下さい。データを利用された場合は本規約にご同意いただいたものとします。

第１条（データの著作権及び使用許諾）
１．データの著作権は株式会社ゼンリン又はこれに権利を許諾する第三者に帰属します。
２．日立市は、利用者に対して、著作権法に定める私的使用の範囲内で、データについて以下の権利を許諾します。なお、利用者はデータについて、これら以外のいかなる権利も取得するものではありません。
(1)本サイト上で表示されたデータをWebブラウザで閲覧すること。
(2)本サイト上で表示されたデータを紙媒体に印刷出力すること（本号に基づき印刷出力したデータを以下「複製成果」という）。

第２条（遵守事項）
利用者は以下の事項を遵守するものとします。
(1)前条で明示的に許諾される場合を除き、方法の如何を問わず、データの全部又は一部を複製（印刷を含む。）、転記、抽出、加工、改変、翻案、送信その他の利用をしないこと。
(2)有償・無償を問わず、また、譲渡、使用許諾、送信その他方法の如何を問わず、データ（その全部又は一部の複製物、出力物、抽出物その他利用物を含む）を第三者に利用させないこと。

第３条（保　証）
利用者は、データは必ずしも利用者の使用目的又は要求を満たすものではなくまたすべてが正確かつ完全ではないこと及び日立市はこれらがあってもデータの交換・修補・代金返還その他の責任を負わないことを了承するものとします。

第４条（本サイトの停止等）
１．日立市は定期的に本サイトの保守・点検を行う際、一時的に本サービスの全部又は一部を中断することができるものとします。
２．日立市は次の各号の何れかに該当する場合は、利用者に事前の通知をすることなく一時的に本サイト運営の全部又は一部を中断することができるものとします。
(1)本サイトの保守・点検を緊急に行う場合。
(2)火災・停電等の事故、地震・洪水等の天災、戦争、暴動、労働争議等により、本サイトの運営が不可能となった場合。
(3) 日立市が、運用上又は技術上やむを得ず本サイトの運営一時中断が必要であると判断した場合。
(4)本サイトの障害等により、本サイトの運営ができなくなった場合。
３．日立市は、日立市の裁量によって、本サイトの運営を終了することができるものとします。

第５条（一般条件）
利用規約は、日本の法律に準拠し、同法に従って解釈されるものとしますが、法の抵触に関する原則を参照するものではありません。

第６条（言語）
この利用規約は、日本語で作成および実行されるものとします。

＜洪水に関する情報＞
●浸水想定区域（想定最大規模）は、下記河川で想定される条件での大雨が降った場合の河川氾濫時に想定される浸水区域及び水深を表示したものです。
●浸水想定区域（浸水継続時間）は、下記河川で想定される条件での大雨が降った場合の河川氾濫時に想定される浸水継続時間を表示したものです。
●想定を超える降雨による氾濫は示していませんので、着色されていない区域でも注意が必要です。
●平成２７年５月２０日に水防法の一部が改正・施行されたことに伴い、以下の通り公表されていますのでご確認ください。

＜内水に関する情報＞
●内水氾濫とは、河川から水があふれるのではなく、降った雨を河川等へ排水しきれなくなり、下水道や側溝などから水があふれることです。
●内水に関するマップは、下水道の雨水排水能力を上回る降雨が生じ、雨水を河川等の公共の水域に放流できない場合に、内水氾濫によって浸水する区域を示したもので、１時間あたり153 mm（1,000年に一度の雨）を基に浸水想定を作成したものです。
●表示する浸水は、一定の条件で想定したものであり、実際には想定を超える可能性がありますので、着色されていない区域でも注意が必要です。

＜土砂災害に関する情報＞
●土砂災害特別警戒区域及び土砂災害警戒区域は、「土砂災害警戒区域等における土砂災害防止対策の推進に関する法律」（通称、土砂災害防止法）に基づき、がけ地の崩壊が発生した場合に住民に危害が生じる恐れのある区域として茨城県が指定した区域です。

＜津波に関する情報＞
●津波浸水想定は、平成２４年に８月に茨城県が設定した、最大クラスの津波（Ｌ２津波）が悪条件下において発生した場合に想定される浸水の区域及び水深を表示したものです。
●表示する浸水は、一定の条件で想定したものであり、実際には想定を超える可能性がありますので、着色されていない区域でも注意が必要です。
●東日本大震災実績は、東北地方太平洋沖地震（平成23年3月11日発生）で到達した津波の浸水区域及び水深を表示したものです。

＜地震に関する情報＞
●揺れやすさマップとは、日立市に大きな被害をもたらす以下の地震を想定して、揺れの大きさ（震度）を予測し、地図上に表示したものです。
●震源の位置や地震の規模が異なると、地域の地表の揺れはマップに示した震度よりも強くなったり弱くなったりことがあります。
●建物倒壊危険度マップとは、日立市に大きな被害をもたらす以下の地震が発生した場合に、建物が倒壊する可能性を建築年数・構造などから推定し、その割合を地域の危険度として地図上に表示したものです。
